The tank would need more optics and stuff for the guns while the targeting computer would have to be able to deal with 2 guns firing at different points.
Turret has to be bigger to house all the loading equipment and the actual guns. Problem with a tank like the mammoth isn't necessarily that it couldn't be built, it is more that having 2 guns on a turret creates many problems like:
